Only about 1,600 water right holders filed court claims in Whatcom County in 2025, which is a fraction of the 15,000–20,000 the state Department of Ecology expects by the May deadline this year. “We strongly recommend they file soon instead of waiting until the last minute,” said Jimmy Norris, a communications specialist at the Washington State Department of Ecology.
